Rep. Shomari Figures (D-Mobile) voted against the federal appropriations package that would have funded $141.4 million in construction projects at two major Alabama military installations. The lawmaker cast a No vote on the final passage of H.R.5371 on November 12, 2025, rejecting the Fiscal Year 2026 Military Constructions, Veterans Affairs and Related Agencies Appropriations Act.

Figures had previously voted against the initial House passage of the same bill on September 19, 2025. The legislation included $169.4 million in total funding for projects at Alabama military sites. Of that amount, $28.4 million was designated for five specific projects at Fort Rucker in the 2nd Congressional District, and $4 million was allocated for Maxwell Air Force Base.

The voting record extends to other defense funding measures. Figures also voted against H.R.1968, the annual appropriations bill for Military Construction and Veterans Affairs for Fiscal Year 2025. More recently, in July 2026, the representative voted against the House version of the Fiscal Year 2027 National Defense Authorization Act, H.R. 8800.

The FY2027 defense bill authorized $44 million for a new addition to an elementary and middle school at Maxwell Air Force Base. It also included $65 million to restructure the Military Housing Privatization Initiative for the Air Education and Training Command. Figures opposed this measure during its House proceedings.

The voting history comes as Figures faces Republican nominee Rhett Marques in a general election scheduled for Tuesday, November 3. The upcoming contest will decide control of the Mobile-area seat following the legislative battles over defense infrastructure spending.

Grayson Everett, editor in chief of Yellowhammer News, reported the findings on the voting record. The analysis identified the specific line items within the larger appropriations acts that Figures voted to defeat.
