Ukraine is allocating 1 billion hryvnias, approximately $22 million, to construct water crossings over the River Dnipro. The funding addresses a critical infrastructure gap as Russian attacks increasingly target the bridges that divide the capital. City officials announced the plan on Tuesday to maintain logistics flow across the waterway.

President Volodymyr Zelenskyy stated that Ukrainian forces are recovering territory through multiple offensives. He disclosed an operation code-named "Veles" for the first time, which utilizes pipelines in the northeast. Additional operations named "Vivaldi" and an unnamed air assault in the east aim to halt Russian advances. Zelenskyy described the battlefield position as the strongest in some time.

Diplomatic efforts are underway as Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Stoere called Russian President Vladimir Putin on Tuesday. They urged Moscow to end the war following a move by US President Donald Trump to purchase Russian diesel. The trade agreement has strained relations between Washington and Kyiv, marking the lowest point in ties over 18 months.

Russian strikes overnight damaged the Southern Bridge and a university campus in Kyiv. Zelenskyy labeled the attacks a serious escalation targeting logistics. A military source told Reuters that four Iskander ballistic missiles were used against the bridge. Energy and infrastructure sites in ten other regions sustained damage during the same overnight window.

In the Black Sea region, France moved a maritime patrol aircraft to Romania to monitor navigation hazards. At least eight cargo ships have been hit near the coasts of Romania and Bulgaria in the past three weeks. Approximately 34 sailors are reported dead or missing. Romania's defense ministry stated the aircraft will help protect critical infrastructure in the country's exclusive economic zone.

Poland is set to host a maintenance center for the US Patriot air-defense system. It will be the only such facility outside the United States. Deputy Defense Minister Sobkowiak-Czarnecka announced the project on social media. Poland serves as a major logistics hub for military aid, and Patriot interceptors are a key asset for Ukraine's air defense.

Pope Leo XIV's chief almsgiver, Monsignor Luis Marín de San Martín, began a three-day visit to Ukraine on Tuesday. He is delivering winter clothes, blankets, and food to Kyiv. The Vatican official plans to visit Zaporizhzhia, Dnipro, and Fastiv. The Pope previously called for a ceasefire and the evacuation of residents in Oleshky.
